13. I commend this scheme, for the details of which I am

indebted to Mr. Stevenson, the Electrician, to your consideration

and, should it be decided to adopt it, I would suggest that the

exchange be fitted up and Sections C, D and J be undertaken in the

first instance at a cost of 10,000. The remaining Sections could

then be completed gradually or as funds permitted.

14. The great advantage of the underground cable is that it

needs no repairs and its life is very long. The actual cost of a

cable with 100 cores is comparatively very little more than a

cable with 20 cores as it is the covering and insulating material that is expensive and not the cores themselves. Consequently, a cable with a much larger number of cores than are at the moment required is always laid in the first instance, but the cost of additional connections afterwards is negligible. On the other hand in the aerial system each connection is a considerable additional

expense, both on initial cost and in maintenance and the number of

wires on the ordinary street pole is very limited. When this limit is reached on the main lines, all the poles must be replaced at a very great expense.

15. I would add that the scheme now proposed for Hongkong allows for extensions for many years to come and that, if it is adopted and the additional cable laid across the Harbour, the Government would have a first class telephone system which would pay for itself in 10 years out of savings on the present arrange-

ments.
